The Unicode working group responsible for reviewing emoji proposals, setting encoding guidelines, and recommending new emoji for approval.

The Emoji Subcommittee (ESC) is the first review body for all emoji proposals. It evaluates proposals against published selection criteria and makes recommendations to the Unicode Technical Committee (UTC).

The ESC meets regularly to review proposals, discuss encoding issues, and develop guidelines for emoji implementation. Members include representatives from Unicode member organizations and invited experts.

The committee has become increasingly selective over time, as the emoji set has matured and the bar for new additions has risen.
